What it means

Bill your clients legally · without the business, VAT and paperwork

The invoice-as-employee model, also called freelancer as employee, is a legal solution built on an employer and employee relationship between you and NETO. Instead of opening a business file, NETO acts as your legal employer for tax purposes.

In practice: your client receives a tax invoice from NETO, the money is paid to us, and we transfer you a net payment to your bank account together with an official payslip, after all the legally required taxes have been deducted. No accountant, no annual reports, no VAT headaches. We handle the entire tax side and you focus on your work. It suits salaried employees with a side gig, full-time freelancers and anyone who receives payments from clients and wants to do it legally.

How it works

From sign-up to net payment · in four steps

A simple, repeatable path. You do the work and keep the relationship with your client · NETO handles everything that makes the invoice legal.

  1. Register once. Fill in your personal details and a digital tax form (Form 101). It takes about five minutes and there is no business file to open.
  2. Enter the transaction. Add the client name, amount, service description and date for the invoice you want to issue.
  3. NETO issues the invoice. NETO sends a proper tax invoice to your client on your behalf, as your licensed employer of record.
  4. Receive net payment and a payslip. Once your client pays, NETO deducts the statutory taxes, pension and the flat 5% commission, then transfers the net amount to your bank account with an official payslip.
International clients

Invoicing clients abroad · 0% VAT

Working with companies in the US, Europe or elsewhere? Through NETO you can issue invoices in foreign currency (USD, EUR, GBP and more) to overseas business clients. Invoices for the export of services to a foreign business may be issued at 0% VAT under Section 30 of the VAT Law, subject to the conditions of the law.

That can save your overseas client the VAT cost, gives you a real competitive advantage, and keeps international payments legal and orderly. Funds are converted to shekels at the bank rate and transferred to your account after tax deductions.

Why NETO

A licensed, secure employer · not just invoicing software

Licensed and supervised

Employing and paying workers in Israel without a manpower contractor license is a criminal offence. NETO operates lawfully through Bareket I.T Ltd (company id 515486058) under manpower contractor license 1565, supervised by the Ministry of Labor, with guarantees deposited against workers' wages.

Automated and transparent

NETO is a digital employment platform, not a slow, high-overhead agency. Invoices, payslips, insurances, reporting and payments run through one automated system, so the process is fast, available and fully visible. This is a licensed employer of record, not just an invoicing tool.

You can verify NETO's license directly in the Ministry of Labor's manpower contractor database · a public register of every licensed manpower company in Israel.

Frequently asked questions

Invoice as an employee · questions and answers

Is it legal to issue an invoice without opening a business?
Yes, it is fully legal. NETO becomes your legal employer for tax purposes, so an employer and employee relationship is established. NETO holds manpower contractor license 1565, held by Bareket I.T Ltd, company id 515486058, and every transaction is reported to the tax authority and National Insurance.
How is this different from opening a self-employed file?
Opening a self-employed file means registering with the tax authority and VAT office, filing annual reports, making monthly advance payments and often hiring an accountant. With NETO none of that is required. You are classified as an employee, so there is no tax file, no annual report and no advance payment. NETO handles all the compliance.
Is it suitable for one-time or occasional work?
Yes. There is no minimum commitment and no subscription fee. You pay only a flat 5% commission on each invoice you actually issue. If you do not invoice in a given month, you pay nothing, which makes it ideal for one-off gigs, seasonal projects or occasional freelance income.
Can I invoice international clients in USD or EUR?
Yes. NETO issues invoices in USD, EUR, GBP and more. Invoices to a foreign business client may be issued at 0% VAT under Section 30 of the VAT Law for export of services, subject to the conditions of the law. Funds are converted to shekels at the bank rate and transferred to your account after tax deductions.
How much does it cost and how much do I keep net?
NETO charges a flat 5% commission on each invoice, with no subscription and no setup cost. From the amount received from your client, NETO deducts National Insurance and health, income tax by bracket, pension to your personal fund and the 5% commission, then transfers the net amount to you. Use the salary calculator for an accurate estimate.
What about my pension, National Insurance and health cover?
Because you are classified as an employee through NETO, pension is paid to your personal fund and National Insurance and health deductions are calculated and remitted automatically. You receive full National Insurance cover, including sick pay, parental benefits and disability, just like any salaried employee in Israel.
Will my client know I am invoicing through NETO?
The invoice is issued in NETO's name, as is standard with any payroll or employment company, and you can include your project name and service description in the invoice details. Your client receives a fully valid tax invoice for their accounting.
How long does registration take and can I stop any time?
Registration takes about five minutes and you can usually issue your first invoice within a few hours of approval. There is no minimum contract and no cancellation fee: simply stop issuing invoices and you will not be charged. Your history, payslips and documents remain accessible in the system.
